European Union Leaders To Hold Special Summit On Nov 19

BRUSSELS -- European Union leaders will hold a special summit meeting on Nov. 19 to name a new president for the European Council and a new foreign policy chief for the bloc.

These two positions were created by the EU's Lisbon Treaty, which was only ratified earlier this month, two years after it was drafted.

EU leaders are divided about who they want as president of the council, the body where EU member countries meet in Brussels. Former UK Prime Minister Tony Blair was considered an early front-runner for the job, but recent talk has focused on Belgian Prime Minister Herman van Rompuy.
